Born and raised in Baltimore, Owens now lives and works in Queens, New York. He studied at the School of the Art Institute of Chicago, Mason Gross School of Visual Arts at Rutgers University, and the Whitney Museum Independent Study Program. He has exhibited art at P.S.1/MoMA, NY; Queens Museum of Art, NY; List Visual Art Center, Cambridge, MA, and was featured in Performa: New Visual Art Performance in 2005.
